No, Magic Blue is not a pure phycocyanin powder.
It is a coloring food powder made from fruits (apple) and algae (spirulina), processed exclusively with water and purely physical methods, without chemical extraction. This preserves all natural components of the raw materials.
In contrast to the selective extraction of the dye phycocyanin, Magic Blue is classified under EU law as a "coloring food" and not as a food additive (dye).

What is the difference between coloring foods and colorants?

Coloring foods are fruit, vegetable, or algae concentrates with natural coloring properties. They are classified as food ingredients, not additives, and are used to naturally color foods.
Since they are produced exclusively by physical processes (e.g., pressing, concentrating, drying) without selective extraction of coloring components, they do not fall under the EU regulation on food additives.
